Nineteen of Medvedev's twenty-one championships have been achieved on hardcourt
A resurgent the Russian player claimed his initial championship for nearly 30 months with victory over Frenchman Moutet in the competition final.
The athlete, a ex- world number one, has endured a difficult period, winning just one match at the big events and suffering a meltdown at the US Open.
Medvedev's varied form on the tennis tour - and struggles with his service game in especial - caused him dropping out of the top ten and ultimately separating with former trainer his previous coach.
Currently collaborating with Johansson and Rohan Goetzke, he has gradually advanced in the recent weeks - culminating in a hard-fought three-set victory over Frenchman Moutet.
This represents Medvedev's first trophy since the Italian tournament and maiden on a hard surface after March of the previous year.
Victory also means he has secured 21 victories at 21 distinct events.
"For the first time I am participating in a event with my children at once, so to get a trophy is especially meaningful," commented ranked player Medvedev.
"This victory is in dedication of my second daughter her name, because the initial championship I achieved when my older daughter her name was born was for her."
The tennis star, the 2021 US Open champion, had been defeated in his past six finals, including in Halle previously this season.
The player's defensive play style and recurring reactions on the tennis court had led some to doubt if his ability to play at the highest level was concluded.
Yet the athlete has made changes in recent weeks, attempting to approach the net and play assertively, reinforced by an improved service.
The champion recovered from a disadvantage in the first set against the challenging Frenchman, taking 4 of the final five games to take the lead.
The competitors exchanged service breaks in the second set before the Frenchman, bidding for his maiden tour title, gained dominance to create a final set.
The opponent defended 4 early-game chances in a tight final set before the champion secured a break to fifteen to serve for the match.
Appropriately, he earned victory with a rally at the net, with the Frenchman unable to handle a volley after over two and a half hours.
