UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the coalition, which covers several urban centers, also found that more than 70% of councils will need to raise local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being stretched by the increasing figures of children and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the extent of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
